The corporate authority and governing body of the RTA is the 16-member RTA Board of Directors. Fifteen directors are appointed from within the six-county region: five directors by the Mayor of the City of Chicago; four directors by the suburban members of the Cook County Board; one director by the President of the Cook County Board (from Suburban Cook County); and one director each from DuPage, Kane, Lake, McHenry and Will counties who is appointed by the Chairman of their respective county board. The Chairman of the Board, its 16th member, is elected by at least 12 of the 16 appointed members.
RTA Board Meetings
As provided under the RTA Act, the RTA Board of Directors shall prescribe the times and places for meetings and the manner in which special meetings may be called.
The meetings of the RTA Board are subject to the provisions of the Illinois Open Meetings Act. All records, documents and papers of the Authority, other than those relating to matters concerning which closed sessions of the Board may be held, shall be available for public examination, subject to such reasonable regulations as the Board may adopt.
The RTA Board of Directors meets on the third Thursday of each month at 175 W. Jackson Blvd, Suite 1550 in downtown Chicago. Board committee meetings typically begin at 8:30 a.m. Agendas are generally posted on this web site at least 48 hours prior to the meetings. Administrative: This committee considers matters pertaining to the operation of the RTA.
Audit: This committee authorizes and supervises all audits or reviews conducted pursuant to law, agreement and practice.
Finance: This committee considers the revenues and expenses of the RTA system, specifically the operating budgets and capital programs of the RTA, CTA, Metra and Pace.
Planning: This committee considers RTA system planning issues including the RTA, CTA, Metra and Pace capital plans and programs and special planning studies.
Mobility Limited: This committee considers compliance with the Americans with Disabilities Act (ADA), ADA paratransit eligibility certification and other issues.
Chairman’s Coordinating: This committee considers matter referred to it by the Chairman of the Board of Directors. The committee is comprised of the Chairman and the Chairman of the Board’s standing committees.
Jim Reilly was appointed Chairman of the RTA Board of Directors in June 2005. Reilly has previously served as CEO of the Metropolitan Pier and Exposition Authority, the Chicago Convention and Tourism Bureau, chief of staff to former Illinois Governors Thompson and Edgar and as a member of the Illinois Legislature.
James Buchanan was appointed to the RTA Board of Directors in September 2007, representing the City of Chicago. He serves on the Board’s Administrative, Finance and Planning committees.
Jan Carlson was appointed to the RTA Board of Directors in April 2008, representing Kane County. He serves on the Board’s Audit, Mobility Limited, and Planning committees, chairing the Planning Committee’s Bus Rapid Transit sub-committee.
William R. Coulson was appointed to the RTA Board of Directors in December 2006, for a term beginning April 2007. He represents suburban Cook County. He serves on the Board’s Audit, Mobility Limited and Planning committees and the Bus Rapid Transit sub-committee.
Reverend L. Tyrone Crider, Sr. was appointed to the RTA Board of Directors in April 2008, representing Suburban Cook County. He serves on the Board’s Administrative and Mobility Limited committees.
Patrick J. Durante was appointed to the RTA Board of Directors in 1995, representing DuPage County. He serves on the Board’s Administrative, Finance, and Chairman's Coordinating committees and chairs the Board’s Audit Committee.
Phil Fuentes was appointed to the RTA Board of Directors in May 2008, representing the City of Chicago. He serves on the Board’s Audit and Planning committees and the Bus Rapid Transit sub-committee.
Al Jourdan was appointed to the RTA Board of Directors in April 2008, representing McHenry County. He serves on the Board’s Audit and Finance committees.
Dwight A. Magalis was appointed to the RTA Board of Directors in 1999, representing the counties of Kane, Lake, McHenry, and Will. He serves on the Board’s Administrative, Planning and Chairman's Coordinating committees and chairs the Board's Finance Committee.
Patrick V. Riley was appointed to the RTA Board of Directors in 2005, representing suburban Cook County. He serves on the Board's Administrative, Finance and Planning committees.
Michael Rosenberg was appointed to the RTA Board of Directors in 1995, representing the City of Chicago. He serves on the Board’s Audit, Finance and Chairman's Coordinating committees and chairs the Board’s Mobility Limited Committee.
J.D. Ross was appointed to the RTA Board of Directors in April 2008, representing Will County. He serves on the Board's Mobility Limited and Planning committees and the Bus Rapid Transit sub-committee.
Michael Scott was appointed to the RTA Board of Directors in May 2008, representing the City of Chicago. He serves on the Board's Finance and Mobility Limited and committees.
Judy Baar Topinka was appointed to the RTA Board of Directors in 2007, representing suburban Cook County. She serves on the Board’s Audit, Finance, and Chairman's Coordinating committees and chairs the Board's Planning Committee.
Douglas M. Troiani was appointed to the RTA Board of Directors in 1995, representing suburban Cook County. He serves on the Board's Finance and Chairman's Coordinating committees and chairs the Board's Administrative Committee.
Horace Smith was appointed to the RTA Board of Directors in 2009, representing the City of Chicago. He serves on the Board's Administration and Planning committees.
STEPHEN E. SCHLICKMAN
EXECUTIVE DIRECTOR
Stephen E. Schlickman was appointed Executive Director of the RTA by a unanimous vote of the RTA Board of Directors in September 2005. Prior to this appointment, Mr. Schlickman had worked in the transportation field with particular emphasis on public transit, for more than 25 years, most recently as a consultant.
